The ARRL will soon implement a new Volunteer Monitoring Program to assist the FCC in protecting the Amateur Spectrum from intruders and interference. The new program will replace the Official Observer Program. Modernizing spectrum enforcement is required in the wake of significant downsizing on FCC field office resources. In effect the ARRL and the FCC will become partners in protecting the Amateur Bands. The new program will be run by dedicated staff at HQ. There will be a set limit to the total number of Volunteer Monitors and limits in any given section. Volunteer monitors will be required to complete training, attend webinars, and recertify every three years. Further details can be found in the board meeting minutes.
