Congratulations to Dave Popkin, W2CC, who has been presented with the President's Lifetime Achievement Award. This award is a civil award bestowed by the President of the United States. Established by by George W. Bush, the award is to honour volunteers that give hundreds of hours per year helping others through the President's Council on Service and Civic Participation. The award can be granted to individuals, families and organizations located throughout the United States. The award is the most prestigious of all awards, and has been awarded to few Americans to recognize over 4,000 hours of extraordinary service.
Dave’s long and distinguished volunteer history spans over 56 years with the US Army Military Auxiliary Radio System (MARS) volunteering an annual average of 2,000 annual volunteer hours during these years. The focus of his many achievements was as part of the Army MARS program and in support of that program.
Dave is particularly noted for his MARS leadership roles, mentoring, and training initiatives. It all started with his inspiration and his motivation to take positive action that to this day has fundamentally enhanced the ability of DoD to achieve its goals under the most dire of circumstances such as occurred in Puerto Rico during Hurricane Maria in September 2017. Early on, he demonstrated through his knowledge and skills the ability to manage the operation of MARS radio nets in MARS Region 2 and was assigned to lead such nets. The pleasure in doing good for his team members and the organization at large was clearly evident including as State Director New Jersey. Also evident were his unique talents to train and mentor these team members substantially expanding the strength of the organization in support of DoD. Dave made a difference in innovative ways through this role. He worked on the HQ senior staff for many years as well.
While the focus of this award for Dave is his extraordinary contributions to MARS, his contributions to amateur radio are note worthy as well. Dave is a Life member of the ARRL, has been a leader with the New Jersey Phone Net, as well as years of service with the Englewood Club including participating in Field Day every year.
